Yes, if the font is licensed as Free Commercial Use or OFL. Fonts with Personal Use license cannot be used in logos, as logos are typically commercial. For Exclusive fonts, contact the author.
Only fonts under the Open Font License can be modified. All other licenses prohibit modification of the font files. You can always modify fonts you generated yourself from your own uploads.
